(AP) ? Firefighters extinguished a massive fire aboard a docked Russian nuclear submarine Friday as some crew members remained inside, officials said, giving assurances that there was no radiation leak and the vessel's nuclear-tipped missiles were not on board.

Military prosecutors have launched an investigation into whether safety regulations were breached. President Dmitry Medvedev summoned top Cabinet officials to report on the situation and demanded punishment for anyone found responsible.

The fire broke out Thursday at an Arctic shipyard outside the northwestern Russian city of Murmansk where the submarine Yekaterinburg was in dry-dock. The blaze, which shot orange flames high into the air through the night, was put out Friday afternoon and firefighters continued to spray the vessel with water to cool it down, Emergency Situations Minister Sergei Shoigu said.

Russian state television earlier showed the rubber-coated hull of the submarine still smoldering, with firefighters gathering around it and some standing on top to douse it with water. Most modern submarines' outer hulls are covered with rubber to make them less noisy and more difficult for an enemy to detect.

Seven members of the submarine crew were hospitalized after inhaling poisonous carbon monoxide fumes from the fire, Shoigu said.

An unspecified number of crew remained inside the submarine during the fire, Defense Ministry spokesman Col. Igor Konashenkov said in a statement. He insisted there never was any danger of it spreading inside the sub and said the crew reported that conditions on board remained normal.

Konashenkov's statement left it unclear whether the crew were trapped there or ordered to stay inside.

There has been no radiation leak from the fire, the Defense Ministry and Foreign Ministry said, and Norway's Radiation Protection Authority across the border reported it has not measured any increased radioactivity.

The governor in Finnmark, Norway's northeastern province that borders Russia, and the radiation agency complained about the Russian response.

"There have been problems to get clear information from the Russian side," Gunnar Kjoennoey told Norwegian broadcaster NRK. "We have an agreement to exchange information in such cases, but there has been no information from the Russian side so far."

Russia's military says the blaze started on wooden scaffolding and then engulfed the sub's outer hull. The vessel's nuclear reactor had been shut down and its nuclear-tipped missiles and other weapons had been unloaded before dry-dock repairs, it said.

Toxic fumes from the blaze had spread to the town of Roslyakovo where the shipyard is located, but officials said there was no need to evacuate local residents.

The Interfax new agency quoted the former director of the biggest shipyard in the area as saying the fire was probably caused by the failure to take proper safety precautions, such as coating the scaffolding with special sprays to make it fire-resistant.

"It was either lack of professionalism or an attempt to save money that has turned into huge losses," Nikolai Kalistratov said.

The Yekaterinburg is a Delta-IV-class nuclear-powered submarine that normally carries 16 nuclear-tipped intercontinental ballistic missiles. The 166-meter (548-feet) vessel has a displacement of 18,200 tons when submerged.

The chief of the General Staff of the Russian armed forces, Gen. Nikolai Makarov, led a team of senior military officials to Roslyakovo to oversee the emergency response.

The damage from the fire could be so massive that the submarine would need to be scrapped, the Interfax news agency reported Friday. But Deputy Prime Minister Dmitry Rogozin, who is in charge of the nation's military industries, said that the submarine will rejoin the navy after repairs.

The Russian navy suffered its worst accident in August 2000, when the Kursk nuclear submarine exploded and sank during naval maneuvers, killing all 118 crew members aboard.

A 2008 accident at the Nerpa nuclear-powered submarine killed 20 Russian seamen and injured 21 others when its fire-extinguishing system activated in error and spewed suffocating Freon gas.

(AP) ? The New Year's Eve parties started a whole day early on the South Pacific island nation of Samoa, after a hop across the international date line transported the country 24 hours into the future ? making it the first in the world to ring in the new year.

Samoans began celebrating under a rainbow of fireworks at the stroke of midnight on Thursday, Dec. 29 ? when the country skipped over Friday and moved straight into 12:01 a.m. on Dec. 31.

Samoa and neighboring Tokelau lie near the date line that zigzags vertically through the Pacific Ocean, and both sets of islands decided to realign themselves this year from the Americas side of the line to the Asia side, to be more in tune with key trading partners.

The time-jump revelry in Samoa continued throughout Saturday as the hours ticked down to 2012. Pools and beaches across the capital Apia were packed with Samoans and tourists celebrating the country's sudden position as the first in the world to ring in the new year, rather than the last.

Despite the extended festivities, Samoan police said there had been no reports of any problems.

"More than 90 percent of our people really appreciate the change, and that contributes to its success," said one official who could not be named as he was not authorized to speak publicly.

Elsewhere across the globe, people prepared to say goodbye to a year that was marked by upheaval and mass protests in several Arab countries, economic turmoil and a seemingly endless string of devastating natural disasters.

In Australia, people began crowding onto the shores of Sydney's glittering harbor early Saturday in a bid for the best spot to watch the midnight fireworks extravaganza over the iconic Harbour Bridge. The display was designed around the theme "Time to Dream," a nod to the eagerness many felt at moving forward after the rough year.

"It's about giving people the opportunity to dream of the year ahead and that hopefully it is a bit better than the year we've had," said Aneurin Coffey, the producer of Sydney's New Year's festivities.

Some of the fireworks were expected to explode in the shape of clouds ? "Because every cloud has a silver lining," Coffey said. A series of colorful lights will be beamed onto the center of the bridge forming an "endless rainbow" meant to evoke hope.

Many were eager for a fresh start.

"I've had enough this year," said 68-year-old Sandra Cameron, who lost nearly everything she owned when her home in Australia's Queensland state was flooded to the ceiling during a monstrous cyclone in February. "It's gotta be a better year next year."

For Japan, 2011 was the year the nation was struck by a giant tsunami and earthquake that left an entire coastline destroyed, nearly 20,000 people dead or missing and the Fukushima Dai-ichi nuclear power plant in meltdown.

At the year's end, many in Japan were left reflecting on the fragility of life, while remaining quietly determined to recover.

"For me, the biggest thing that defined this year was the disaster in March," said Miku Sano, 28, a nursing student in Fukushima city. "Honestly, I didn't know what to say to these people, who had to fight sickness while living in fear about ever being able to go back home. The radiation levels in the city of Fukushima, where I live, are definitely not low, and we don't know how that is going to affect our health in the future."

People across Japan were expected to spend Saturday visiting shrines and temples, offering their first prayers for the year. The giant hanging bell at temples will ring 108 times to purify the world of evil and bring good luck.

Kouichi Takayama, a university student, said 2011 was a year he would never forget.

"It was a year I felt the preciousness of life with a passion," he said. "But I was also able to catch a glimpse of the warmth of human relations, and reconfirm my gratitude for family, community and everyday life. I hope I can connect meaningfully with more people next year to create a Japan that truly endures toward the future."

In the southern Philippine city of Cagayan de Oro, people were still reeling from deadly flash flooding sparked by Tropical Storm Washi. The storm killed more than 1,200 in southern and central Philippines, 800 of which were in Cagayan de Oro.

For Ana Caneda, a disaster relief official in Cagayan de Oro, the new year "offers a new ray of hope."

"It's going to be a relief to write the date 2012, not 2011," Caneda said.

In Hong Kong, more than 400,000 people were expected to watch the 4-minute, $1 million display of fireworks that will shoot off from 10 skyscrapers, lighting up the city's famed Victoria Harbour.

Raymond Lo, a master of feng shui ? the Chinese art of arranging objects and choosing dates to improve luck ? said he wasn't surprised that 2011 was such a tumultuous year because it was associated with the natural elements of metal and wood. The year's natural disasters were foreshadowed, Lo said, because wood ? which represents trees and nature ? was attacked by metal.

2012 could be better because it's associated with ocean water, which represents energy and drive and the washing away of old habits, Lo said.

"Big water also means charity, generosity," Lo said. "Therefore that means sharing. That means maybe the big tycoons will share some of their wealth."

The overall crime rate in Ambala district during 2011 has gone down owing to efficient policing, according to a spokesman for the police. According to police records, 552 road accident cases had so far been registered at various police stations in the district. At least 252 persons lost their lives, while 324 were seriously injured in the accidents.

While the figures indicated a dip in the crime rate in the district this year, certain prominent citizens contended that the figures were not accurate as the police did not register FIRs in many cases.

While the district police claimed there had been a dip in the crime graph in the district this year, residents refused to buy the theory. They felt the police and the district administration were responsible for various lapses, as a result of which there had been an upswing in the rate of crime.

Deputy Commissioner of Police, Ambala, Shashank Anand claimed that the district police had been able to control crime to a large extent this year and there had been a decline in the crime graph. He said efforts were being made to arrest persons involved in criminal activities.

According to the police records, till December 20, the district had witnessed a sharp fall in several crimes. For instance, 17 cases each of murder and murder attempts were registered in the district this year, as against 18 and 25 cases, respectively, last year.

Similarly, three cases of dowry deaths were registered this year, as against five cases registered last year. Also, 119 cases of dowry demand were registered this year, as against 139 cases last year.

No case of dacoity had been registered so far this year, while four cases were registered last year. And, the number of cases of clashes, which was 105 last year, had gone down to just 67 this year.

Sources, however, said cases like rape, robbery, chain snatching, drug smuggling, and those under the Arms and NDPS Acts had witnessed a drastic increase during 2011, as compared to the previous year.

The district has recorded 20 cases of kidnapping (16 last year), 22 cases of rape (21 last year), 17 cases of robbery (10 last year), 682 cases of theft (579 last year), 100 cases of chain snatching (79 last year), 43 cases of drug smuggling (31 last year), 29 cases of Arms Act (23 last year), 260 cases of NDPS Act (223 last year) and 297 cases of gambling (220 last year).

Shashank Anand said to ensure effective patrolling and safety of people, police posts had been established in the district, while police stations were provided with vehicles, commando vehicles, etc. to focus on detection of crime and prompt action.

Canada gives OK to Enbridge oil pipeline

CALGARY, Alberta, Dec. 27 (UPI) -- There's enough commercial interest to support the use of a 75-mile pipeline planned through part of the Bakken oil field in southern Canada, regulators said.

Canada's National Energy Board said it approved plans submitted by Enbridge Bakken Pipeline Co. to build a pipeline in Saskatchewan and Manitoba provinces.

The NEB said it found there was enough commercial interest to support the new 75-mile pipeline in Canada.

"The Bakken Pipeline would connect to the Enbridge Pipelines Inc. mainline and would serve as a continuous, long-term source of supply to eastern Canadian and U.S. Midwest markets, thus maintaining the long-term competitiveness of refineries in those regions," the NEB said in a statement.

The pipeline plans include a pump station to deliver crude oil from the Bakken and Three Forks formations that cross the U.S.-Canadian border. The pipeline wouldn't cross international borders, however.

Enbridge this month said it planned to expand its capacity into the Berthold terminal in North Dakota by 80,000 barrels of oil per day. This includes a railcar loading terminal to handle the additional volume.

That expansion will accommodate growing production from Bakken and Three Forks crude oil formations in the northern United States and southern Canada, the company said.

The U.S. Geological Survey in 2008 estimated there were 3 billion-4.3 billion barrels of oil in the U.S. part of the Bakken formation.

Apple plots smartphones powered by hydrogen

?Our country's continuing reliance on fossil fuels has forced our government to maintain complicated political and military relationships with unstable governments in the Middle East, and has also exposed our coastlines and our citizens to the associated hazards of offshore drilling,? Apple says in its patent filings.

It also notes that hydrogen fuels cells could be smaller and lighter than batteries, while still powering mobile computers for longer.

?Such fuel cells and associated fuels can potentially achieve high volumetric and gravimetric energy densities, which can potentially enable continued operation of portable electronic devices for days or even weeks without refuelling,? Apple said.

The two patents, ?Fuel Cell System to Power a Portable Computing Device? and ?Fuel Cell System Coupled to a Portable Computing Device? not the first signs that Apple is working to replace battery technology. In October a further pair of patent applications detailed ways of squeezing more power from lighter hydrogen fuel cells.

Battery technology has long been viewed as a bottleneck in the smartphone industry, leading microchip developers to focus on developing processors with lower power consumption.

WASHINGTON ? Former House Speaker Newt Gingrich and Texas Gov. Rick Perry have failed to qualify for Virginia's March 6 Republican primary, a setback in their bids for the Republican presidential nomination.

The Republican Party of Virginia announced the developments Friday and early Saturday, saying that the two have failed to submit the required 10,000 signatures to get on the ballot.

That Gingrich and Perry failed to get on the ballot in this state that votes on Super Tuesday underscored the difficulty that first-time national candidates ? many with smaller campaign operations and less money ? have in preparing for the long haul of the campaign.

It also illustrates the advantage held by former Massachusetts Gov. Mitt Romney. He's essentially been running for president for five years, and his team, smaller than in 2008 but larger than most of his 2012 opponents, has paid close attention to filing requirements in each state. He will appear on the Virginia ballot, along with Texas Rep. Ron Paul, who also has run a national campaign before.

"After verification, RPV has determined that Newt Gingrich did not submit required 10k signatures and has not qualified for the VA primary," the Republican Party of Virginia announced early Saturday on its Twitter website.

State GOP spokesman Garren Shipley said volunteers spent Friday validating petitions that the four candidates submitted by the Thursday 5 p.m. deadline to the State Board of Elections. Shipley was not available early Saturday to discuss the announcement posted on the website.

Failing to get on the ballot will be a major setback for Gingrich, who has tried to use his recent upsurge in popularity to make up for a late organizing start. Ironically, Gingrich had a slight lead over Romney, with others farther back, in a Quinnipiac poll of Virginia Republicans released earlier in the week.

The load of catching up on organizing work and a lack of advertising money to counter an onslaught of negative ads from his rivals have been major disadvantages.

Gingrich had to leave New Hampshire on Wednesday and race to Virginia, where he needed 10,000 valid voters' signatures to secure a spot on the ballot.

He said Wednesday he had enough ballot signatures, but he wanted to come to Virginia to deliver them personally. Taking no chances, his volunteers asked everyone to sign petitions before entering Gingrich's rally Wednesday night in Arlington, just across the Potomac River from Washington.

Gingrich's early-December rise in several polls gave him renewed hopes of carrying his campaign deep into the primary season. Failure to compete in Virginia, which is among the "Super Tuesday" primaries, would deal a huge blow to any contender who had not locked up the nomination by then.

The state party's Shipley said the party was validating petitions the candidates submitted by the Thursday 5 p.m. deadline to the state elections board. It began validating signatures Friday morning.

The 10,000 registered voters must also include 400 signatures from each of Virginia's 11 congressional districts.

Meanwhile, Virginia's Democrats said President Barack Obama's re-election campaign gathered enough signatures to get him on the state's primary ballot though he was the only candidate who qualified.

Linaro member boards get accelerated builds of Android Ice Cream Sandwich

Accelerated builds of Android Ice Cream Sandwich now available on Linaro member boards

Cambridge, UK - 21 December 2011 - Linaro, a not-for-profit engineering organization consolidating and optimizing open source software for the ARM architecture, today announced the availability of builds of Android Ice Cream Sandwich (ICS) supporting accelerated graphics on two of its member's low cost development boards: the Samsung Origen and ST-Ericsson Snowball boards.

Just over a month ago, within a day of Google's release of the 4.0.1 ICS version of Android, Linaro showed videos of it running on the Texas Instruments (TI) PandaBoard and shortly after that on the Freescale i.MX53 Quick Start board, the Samsung Origen board and ST-Ericsson's Snowball board. The accelerated graphics support that has been made available today makes use of the ARM Mali-400 graphics processor used by two of these boards. This graphics processor is integrated with a dual-core ARM Cortex-A9 processor: on the Samsung Origen board in Samsung's Exynos 4210 SoC, and on the ST-Ericsson Snowball board in ST-Ericsson's NovaTM A9500 SoC. Users of these boards can view videos of these latest builds on Linaro's YouTube channel and download the accelerated builds for the Snowball and Origen boards on Linaro's releases.linaro.org website.

Developers are able to create optimized Linux-based devices with the support of Linaro. For example, Linaro uses the latest GCC 4.6 toolchain to build Android, enabling Linaro's Android to outperform standard Android builds in benchmarks and real-world tasks. The 4.6 toolchain allows developers to optimize for the latest SoCs like ST-Ericsson's Nova A9500 processor and Samsung's Exynos4210, which leads to an improved user experience. Furthermore, the toolchain gives early access to the performance improvements Linaro has been developing in the next release of GCC, as well as the many correctness fixes identified and provided through working with the Linaro community. As an example, the Linaro 4.6 toolchain includes features to allow software to manually or automatically parallelize compute tasks across the multiple cores in the chips.

Via a circuitous Internet chain ? Paul Krugman of Princeton University quoting Mark Thoma of the University of Oregon reading the Journal of Economic Perspectives ? I got a copy of an article written by Emmanuel Saez, whose office is 50 feet from mine, on the same corridor, and the Nobel laureate economist Peter Diamond. Saez and Diamond argue that the right marginal tax rate for North Atlantic societies to impose on their richest citizens is 70%.

It is an arresting assertion, given the tax-cut mania that has prevailed in these societies for the past 30 years, but Diamond and Saez?s logic is clear. The superrich command and control so many resources that they are effectively satiated: increasing or decreasing how much wealth they have has no effect on their happiness. So, no matter how large a weight we place on their happiness relative to the happiness of others ? whether we regard them as praiseworthy captains of industry who merit their high positions, or as parasitic thieves ? we simply cannot do anything to affect it by raising or lowering their tax rates.

The unavoidable implication of this argument is that when we calculate what the tax rate for the superrich will be, we should not consider the effect of changing their tax rate on their happiness, for we know that it is zero. Rather, the key question must be the effect of changing their tax rate on the well-being of the rest of us.

From this simple chain of logic follows the conclusion that we have a moral obligation to tax our superrich at the peak of the Laffer Curve: to tax them so heavily that we raise the most possible money from them ? to the point beyond which their diversion of energy and enterprise into tax avoidance and sheltering would mean that any extra taxes would not raise but reduce revenue.

The utilitarian economic logic is clear. Yet more than half of us are likely to reject the conclusion reached by Diamond and Saez. We feel that there is something wrong with taxing our superrich until the pips squeak so much that further taxation reduces the number of pips. And we feel this for two reasons, both of them set out more than two centuries ago by Adam Smith ? not in his most famous work, The Wealth of Nations, but in his far less discussed book The Theory of Moral Sentiments.

The first reason applies to the idle rich. According to Smith:

"A stranger to human nature, who saw the indifference of men about the misery of their inferiors, and the regret and indignation which they feel for the misfortunes and sufferings of those above them, would be apt to imagine, that pain must be more agonizing, and the convulsions of death more terrible to persons of higher rank, than to those of meaner stations..."

We feel this, Smith believes, because we naturally sympathize with others (if he were writing today, he would surely invoke ?mirror neurons?). And the more pleasant our thoughts about individuals or groups are, the more we tend to sympathize with them. The fact that the lifestyles of the rich and famous ?seem almost the abstract idea of a perfect and happy state? leads us to ?pity?that anything should spoil and corrupt so agreeable a situation! We could even wish them immortal...?

The second reason applies to the hard-working rich, the type of person who:

"devotes himself forever to the pursuit of wealth and greatness....With the most unrelenting industry he labors night and day....serves those whom he hates, and is obsequious to those whom he despises....[I]n the last dregs of life, his body wasted with toil and diseases, his mind galled and ruffled by the memory of a thousand injuries and disappointments....he begins at last to find that wealth and greatness are mere trinkets of frivolous utility.... Power and riches....keep off the summer shower, not the winter storm, but leave him always as much, and sometimes more exposed than before, to anxiety, to fear, and to sorrow; to diseases, to danger, and to death...?

In short, on the one hand, we don?t wish to disrupt the perfect felicity of the lifestyles of the rich and famous; on the other hand, we don?t wish to add to the burdens of those who have spent their most precious possession ? their time and energy ? pursuing baubles. These two arguments are not consistent, but that does not matter. They both have a purchase on our thinking.

Unlike today?s public-finance economists, Smith understood that we are not rational utilitarian calculators. Indeed, that is why we have collectively done a very bad job so far in dealing with the enormous rise in inequality between the industrial middle class and the plutocratic superrich that we have witnessed in the last generation.

At least 16 shot dead in Mexico's Veracruz state (Reuters)

MEXICO CITY (Reuters) ? At least 16 people were killed after a gang of armed men began shooting in the state of Veracruz on Mexico's Gulf coast on Thursday morning.

A spokeswoman for the state government told local television the gunmen first killed four people in the small town of El Higo early on Thursday. Afterwards the group attacked three buses on a highway about 60 miles southwest of the port of Tampico, killing seven others.

Five armed men were then killed after a shootout with Mexican security forces, the spokeswoman said.

Mexican authorities in October blamed a surge of killings in the city of Veracruz - some 300 miles south of Tampico - on a group linked to the country's most powerful drug lord, Joaquin "Shorty" Guzman.

Guzman has been fighting a turf war with the violent Zetas cartel, which authorities say controls Veracruz.

More than 45,000 lives have been lost since President Felipe Calderon launched a war on drug cartels in late 2006.

Europe fights to save cap-and-trade as crisis hits (AP)

BRUSSELS ? Europe's main weapon in the battle against climate change is now fighting for its own survival.

In early January, investors in the continent's cap-and-trade system still had to pay some euro14 ($18.30) for the right to emit one ton of carbon dioxide into the air. By last week, the price of one emission allowance had tumbled to a meager euro6.41 ? making it much cheaper to pollute and slashing the financial incentives for companies to invest in low-carbon technologies.

Analysts warn that the prospect of another recession in the debt-ridden continent, and the accompanying decline in emissions, could push prices below euro2 by the end of next month.

The troubles in the carbon market, a system being watched closely from California to China, is linked to the struggles of Europe' other ambitious project, the euro. And just as financial investors have looked to the European Central Bank to save the currency through massive intervention in the bond markets, analysts say the emissions market may need similar centralized help.

Last week, 19 companies, including oil giant Royal Dutch Shell PLC, Philips Electronics NV and supermarket chain Tesco PLC, sent a letter to the European Commission urging it to reduce the number of emission allowances in the system and figure out how to protect the market from future economic shocks. The commission and national governments jointly manage the cap-and-trade system.

"The lower price is really undermining the development of technologies that will be needed in the decades to come," said David Hone, Shell's climate change adviser.

Shell, which is mostly known for selling oil and gas, has been one of the pioneers of carbon capture and storage, projects in which CO2 emissions are stored underground so they don't get released into the atmosphere and contribute to global warming. But investing in new technologies like carbon capture and storage only becomes commercially viable at a carbon price of between euro25 and euro30, Hone said.

"Over the last few months, we have seen some of these projects disappear," he added.

In October, the U.K. government shut down the carbon capture project in Longannet in eastern Scotland in which Shell was one of the partners.

While the prospect of another recession is the main reason for the recent drop in carbon prices, experts say that ? just like with the euro ? serious flaws in the system are exacerbating the problems and could lead to its failure if they can't be fixed.

The economic crisis has lowered emissions and thus hit the price of carbon allowances. But the drop has been so dramatic because there were too many allowances in the system to begin with.

To get industry and skeptical governments on board, the Commission set a very high cap for emissions when it launched the carbon market in 2005.

Since then, most allowances have been given out for free to the 11,000 power stations and factories covered by the system based on their historical emissions. Companies that emit less carbon dioxide than they are allowed can sell their spare permits to firms that exceed their limit. As of next year, airlines will also be included in the system.

But the big test for Europe's carbon market ? and whether it can provide the financial incentives for cutting emissions ? will come in 2013, when governments start selling a growing number of allowances at auctions.

It is before then that the Commission has to intervene, say the companies that wrote last week's letters.

There are signs that their calls are being heard.

On Tuesday, the environment committee of the European Parliament voted to withdraw some 1.4 billion allowances, about 15 percent of the total, from the carbon market between 2013 and 2020. At the same time, the committee said, the annual cap should be cut by 2.25 percent per year, rather than the 1.74 percent currently planned.

While the committee vote is the first step in a long process of changing the system and few industry watchers expect the figures to survive negotiations among EU states trying to protect their national industries, it caused carbon prices to jump more than 18 percent.

"It opens up a much deeper discussion about what does the intervention look like and when is it going to happen," says Sanjeev Kumar, an expert on carbon trading at environmental watchdog E3G in Brussels.

"Without intervention," warned Kumar, "not only the ETS is over, but Europe's climate policy is over. It will put Europe back into the dark ages."

Apart from failing to encourage the necessary cuts in emissions and technological innovation, the collapse in the carbon price could also worsen Europe's debt crisis.

Between 2013 and 2020, when companies have to pay for more and more of their allowances, the cap-and-tade system could raise as much as euro190 billion for governments across the EU if prices recover.

"This is a pretty important revenue stream for most member states," says Rob Elsworth, of climate campaign group Sandbag in London. "And they are watching revenues just disappear."

Experts like Kumar and Elsworth are hopeful that states will garner the political will to save the carbon trading system, which has pioneered the market-based approach to saving the environment.

"If you take away this green-economy narrative," asked Elsworth, "what's really left of Europe?"

Mark Goulston, M.D.: Campaign 2012 -- All the Candidates' Wives -- Going for the Soft Sell

How is it and why is it that candidates Romney and Gingrich are now pushing their wives into the spotlight to be "up close and personal?"

Feels to me like a "bait and switch" where Romney and Gingrich are trying to soften the aggressive and "too ambitious" sides of their personalities that may be turning off more voters than turning them on.

How is it that that happened? Don't political advisors tell their candidates, "Be aggressive, be on the attack, go for the jugular. To not do so will appear weak." One of the areas that many a political candidate has difficulty parsing are the two kinds of aggression.

The first kind demonstrates too much ego, too much personal ambition, too much reactivity that can be seen as more angry, defensive and hostile than as emotionally and psychologically strong. That can be a turn off. In fact it was that side of their personalities that caused Hillary Clinton and John McCain to lose the last election as much as Barack Obama won it.

The second kind of aggression is principle and mission driven and is the kind that is rightly viewed as strong. That occurs when a person's aggression is subsumed to accomplishing a mission. And selecting the right mission is what leadership is about. When Harry Truman said, "I'd rather be right than president," he wasn't talking about personal ego. He was talking about the mission that he felt was right for the American people and then being a shepherd and guardian of it whether or not it cost him the presidency.

What does this have to do with Romney and Gingrich bringing out their wives for "show and (then) tell?" Both have done so because each of their personal and political ambitions regarding getting elected have at times eclipsed their commitment to a mission the best serves the future of America. In a sense they have shown too much "cheek" and too little of their (presumed) core values. By using their wives to promote the more values-driven part of their personalities they are seeking to get a second chance to change the perceptions of Americans about what drives them... political ambition or deeply felt and committed to values.

If they do get a second chance, what they -- and any leader -- need to realize is that even though the electorate and each party have agendas, what we all need from our leaders is to have a higher -- and clear -- purpose that will enroll all of us as opposed to a "tit for tat" agenda of their own.

Leadership is more about clarity than it is about control. Why? A leader who is confused or confusing causes too much anxiety and a leader who is too controlling is revealing more insecurity and a lack of leadership.

At the end of the day, the leader we want and need is someone who clearly has:

  • the judgment to know the right thing to do
  • the integrity to do it
  • the character to stand up to those who don't do it
  • the courage to stop those who won't do it
  • the tenacity to keep doing it

Rapper Slim Dunkin slain in Atlanta music studio

(AP) ? Atlanta police say the rapper Slim Dunkin was gunned down Friday evening in a city music studio as he prepared to record a video.

Police Maj. Keith Meadows said the performer, whose real name is Mario Hamilton, was fatally shot in the chest after getting into an argument with another individual.

"It appears the victim was scheduled to do a photo shoot," Meadows told The Associated Press. "Before the video shoot took place, it appears the victim and suspect got involved in a verbal altercation. We don't know what that altercation was about."

"The suspect produced a weapon, discharged that handgun one time, striking the victim in the chest," Meadows said.

The performer was transported to Grady Memorial Hospital where he was pronounced dead.

Meadows said police have not been able to identify the shooter. He said 13 to 20 people were in the small office-type building at the time of the shooting, which took place around 5:30 p.m., but they were in different places.

"We've questioned a number of witnesses inside the recording studio at this time." Meadows said.

Police have not recovered the handgun that was used.

"Right now we're just trying to....identify who may have seen what, really just trying to put the pieces of the puzzle together," he said. "It seems everybody witnessed something very different. We're just trying to go back and make sense of everything."

Meadows said the victim was in his early 20s and resided in the Atlanta area.

Many fans were posting messages late Friday night on the rapper's Facebook page.

Is the Gingrich surge over? (The Week)

New York ? After what seemed like a decisive rise to the top of the GOP heap, Newt Gingrich is losing steam. Was he just the latest flavor of the month after all?

"It seems like just yesterday that Newt Gingrich rocketed into the position of 2012 Republican presidential front-runner, a.k.a. the least secure job in the world," says Molly Ball in The Atlantic. But like all the GOP pack-leaders not named Mitt Romney before him, Gingrich's lead seems to be crumbling. Gallup's daily tracking poll still has Gingrich ahead nationally, but what was a 15-point lead over Romney a week ago has dropped to 5 points. And a new Rasmussen poll has Newt losing to Romney in Iowa, 20 percent to 23 percent. Even the political gamblers at InTrade are giving up on him. As Ball asks, is the air "already coming out of the Gingrich balloon"?

Yes, Newtmentum is history: It's pretty clear from the new polls that Gingrich is sinking, and fast, says Allahpundit in Hot Air. And it's pretty clear why: "Voters simply didn't know the bad stuff about Newt yet," and now "they're getting a crash course," thanks to a flurry of attack ads and "withering criticism from prominent conservatives." Worse for Gingrich, he lacks the cash and organizational power to fight back, so "he might not be able to reverse the trend."
"Confirmed: Gingrich's numbers starting to slip"

The news isn't all bad for Newt: It sure looks like "Gingrich's momentum has stopped ? and has probably reversed itself," says Nate Silver in The New York Times. But "there are still a few silver linings for his campaign." This could be a temporary dip, like the one then-candidate Barack Obama faced at the same point in 2007 before going on to easily win Iowa. And the numbers for Romney, Gingrich's only real rival, are pretty weak, too. Newt might even benefit from the "diminished expectations" this poll slump brings.
"Gingrich momentum slows, polls suggest"

Gingrich has already proved his point: All of this poll-gazing assumes Gingrich even wants the nomination, says Noam Scheiber in The New Republic. But he's barely campaigning in Iowa, and he "obviously doesn't want to do the things you generally have to do... to become president." I don't think Newt wants the job, or the hard work. My bet is he just wanted to prove to detractors "that he could be president if he really wanted to," and he's campaigning like a man who's "already done what he set out to do."

Man who died in Washington fire faced rape charge (AP)

VANCOUVER, Wash. ? The Washington state man suspected of killing his wife and her sister and shooting at firefighters before he died in their burning home was scheduled to surrender the next day to face a child rape charge.

Clark County Senior Deputy Prosecutor Dustin Richardson told The Columbian (http://is.gd/BEbd6X) he and investigators had no idea that Steven D. Stanbary of Washougal had a history of being heavily armed, schizophrenic, anti-government and violent.

Reports released Wednesday show Washougal police believe Stanbary molested a girl over a number of years, ending several years before she reported it in December 2010. Stanbary was supposed to turn himself in with an attorney on Dec. 8.

On Dec. 7, gunfire and exploding ammunition kept firefighters away from his home. The three bodies were found inside.

Clear Channel joining daily deal boom in tie-up

(AP) ? Broadcasting giant Clear Channel Radio is getting into the daily deals business in a partnership with radio station rival Cumulus Media Inc.

As part of the deal, Clear Channel will add Cumulus' 570 radio stations to its iHeartRadio online listening service. In exchange, Clear Channel will share in some of the financial benefits of Cumulus' daily deals business called SweetJack.

Both station groups will advertise SweetJack bargains on radio stations in more than 60 markets where SweetJack is in business, including San Francisco, New York, Dallas and Atlanta. More markets are expected to be added soon.

Clear Channel, which is privately held, owns about 850 radio stations nationwide and is the top radio broadcaster in the nation, reaching 238 million listeners a month. Cumulus, a publicly listed company, is ranked third with 570 stations.

Clear Channel kicked off its iHeartRadio online radio service in September in a challenge to market leader Pandora Media Inc. Both services allow online listening over mobile devices to music that fits certain genres or sounds based on artists. Clear Channel is keeping this so-called "custom station" service free of ads through April 1 to build up its audience.

Clear Channel also offers streams of radio stations from different cities, which come with ads.

By tying up with Cumulus, Clear Channel is taking a stab at another booming online business ? that of online coupons ? led by upstart Groupon Inc.

Clear Channel Radio CEO John Hogan said the deal shows that traditional radio companies are staying relevant with tech-savvy consumers.

"It shows we can and do compete effectively in the digital space," he said in an interview.

The deal will enable Cumulus to turn SweetJack into "a true nationwide platform," and help it compete among many daily deal sites such as LivingSocial, said Cumulus CEO Lew Dickey in a statement.

Alpha Natural reaches settlement over Massey mine accident: report (Reuters)

(Reuters) ? Alpha Natural Resources has agreed to pay $200 million to resolve a range of civil and criminal penalties linked to the Upper Big Branch accident as well as other liabilities it inherited when it bought Massey Energy in June, the Wall Street Journal said, citing several people familiar with the settlement.

The global settlement will resolve civil fines expected to be issued on Tuesday by the federal Mine Safety and Health Administration (MSHA) related to last year's accident at Massey's mine that killed 29 coal miners in West Virginia, the newspaper said.

In a separate report, the paper said Federal regulators are expected to issue the largest fine ever to a U.S. mining company in connection with the Massey Energy accident.

MSHA, which is set to release its report on Tuesday on the accident at the Upper Big Branch mine, is expected to issue about 360 safety citations, the Journal said.

"We haven't seen the final report itself, so we're not prepared to comment," a spokesman for Alpha Natural Resources, which bought Massey and will be responsible for all fines, told the Journal.

The Journal said a spokeswoman for the agency could not be immediately reached for comment.

Both Alpha Natural Resources and MSHA could not immediately be reached for comment by Reuters outside regular U.S. business hours.
